General Description
Under the general direction of the City Manager, the Finance Director is responsible for the City's professional and administrative work in directing the activities of the Finance Department including budget, grants administration, procurement, and financial and accounting activities. Work requires considerable independent judgment following established guidelines, codes, rules and policies, and monitoring of a variety of complex projects and programs that support the goals and objectives of the City.

Supervise, oversee, and assist in the direction of the accounting, payroll, purchasing, grant administration, and treasury; ensures and facilitates transparency, accuracy, and efficiency.
Direct, supervise, and monitor the investment of City funds pursuant to the direction of the City Commission.
Coordinate, organize, and administer the preparation of the annual budget and Capital Improvement Program (CIP) for the City; coordinate departments and City Manager's office to present a City-wide comprehensive budget plan for review and approval.
Meet and collaborate with the City Manager and Department Directors to determine budget policy; evaluate departmental needs and current resource allocation; determine funding sources and makes budget recommendations based on current and future trends.
Provide revenue estimates, consolidate all data for preparation of budget document, prepare budget presentations, and prepare final operating budget.
Manage the City's financial assets in order to maximize the returns on investments; protect and guard City assets using effective enforcement of financial policies, procedures, and internal controls; establish and maintain effective internal controls in all areas relating to revenue or expenditures.
Coordinate, direct, and oversee the issuance of debt in order to finance capital projects as directed by the City Commission; forecast City cash flows, investment returns, and general condition of the cash portfolio.
Maintain, manage, coordinate, and monitor the handling and creation of a large number of financial records, fixed assets and real property, investment records, payroll records, purchasing records, and revenue and expenditure accounts.
Supervise the preparation of the City's Annual Financial Reports and the Annual Financial Reports of other component units of local government according to Generally Accepted Accounting Principles and other statutory requirements and such other reports as required.
Prepare or supervise the preparation of special reports and financial analyses; participate in budget process for various City departments and reviews budget documents and quarterly budget amendments.
Advise and assist the City Commission, City Manager, and Department Directors in financial matters; attend and participate in various weekly and monthly meetings.
Direct the financial administration of the City
Supervise the collection of all monies, including tax collections and collection of license fees and revenues
Direct and supervise the training of personnel, employee evaluation, and work assignments.
Establish departmental policies and procedures.
Prepare agenda items and present to various boards and the City Commission
Develop and implement public private partnerships
Perform related tasks as required.
Minimum Qualifications, Licenses and Certifications
Bachelor's Degree in Finance, Accounting, Business or Public Administration, or closely
related field required, Master's Degree desired, and
Seven (7)+ years' experience directly related to municipal government or similar public sector, and
Certified Government Finance Officer Certification highly desirable, or
An equivalent combination of education, training, and experience.
Valid Florida Driver's License.
Knowledge, Skills, and Abilities and Environmental Conditions

Knowledge of modern office practices and of standard office and accounting equipment.
Knowledge of the laws, ordinances and regulations governing financial operations of the City.

Knowledge of financing (Bonds, Notes, etc.)
Ability to formulate and install standard accounting methods, controls, procedures, forms and records.
Ability to prepare informative financial reports.
Ability to plan, organize, and direct the work of subordinates.
Ability to lead, coach, and mentor staff.
Ability to evaluate work performed by subordinates.

Ability to lift and carry objects no heavier than 20 pounds on occasion.
Ability to maintain repetitive motion of wrists, hands, and/or fingers.
Ability to pick, pinch, or otherwise work primarily with fingers rather than with the whole hand as in handling.
Ability to walk, sit, climb, balance, stoop, kneel, crouch, crawl, feel, and smell.
Ability to sit, walk, or stand for extended periods of time.

ENVIRONMENTAL CONDITIONS
The work is sedentary and performed primarily indoors in a distraction heavy office environment with noise and frequent interruptions. The work requires mental acuity including the ability to make rational decisions through sound logic and deductive processes.
