Responsible for performing highly technical estimates for Transmission line and substation projects, including very complex projects, in a safe, efficient and economical manner. This position is responsible for complying with defined project scoping and estimating procedures; gathering and integrating estimate and cost information to build & update master estimating cost models and databases; developing criteria for estimation and use of project and portfolio contingency; working with project stakeholders (i.e. project management, engineering, planning, construction, contractors, etc.) to develop, implement and continuously improve scoping and estimating processes; and mentoring and training less experienced Project Estimators.
Job Description
ESSENTIAL JOB FUNCTIONS:
Support project sponsors in development of conceptual, functional and detail estimates; collaborate with engineering, project management, and other stakeholders in the development of the project scope of work; prepare detailed project cost estimates based on the approved scope of work.
Interface with planning, engineering, project engineering/management, outage management, construction, and operating company personnel to identify/initiate, scope, status and follow-up estimate efforts (if necessary). This role includes providing recommendations and guidance to interfacing groups/individuals regarding estimate approach and input requirements.
Develop and analyze historical records of project costs; review and critique designs and specifications for cost effectiveness and suggests alternatives when appropriate.
Adhere to standard processes and procedures for estimating, review estimate basis and assumptions for completeness and reasonableness. Work with functional departments and service organization to develop services labor estimates.
Provide technical direction and guidance regarding estimate approach/development, assumptions/qualifications and resolution of estimate issues.
Assist with maintaining the integrity of the estimating software and associated resource and assembly cost data.

Demonstrate conflict management skills to resolve disputes and to maximize synergies with an overriding goal to do the "right thing" for the company.
Demonstrate an understanding of scope management.
Be accountable for project assignments. Develop the skills of organizing project activities, delegating project task assignments, setting team requirements and expectations to manage deliverables, and holding team members accountable.
Develop the ability to evaluate and determine the skill sets and capabilities needed of team members to assure project success.
Develop a high level of proficiency and advanced knowledge of construction methodologies. 12) Position may require extended hours to accomplish assigned tasks and meet project requirements and schedules.
MINIMUM REQUIREMENTS:
Engineer (SG6): ($72,380 - $90,475)
Has typically acquired 2 or more years of related engineering experience along with a Bachelor's degree in engineering in a program accredited by ABET*.
Individuals with a Master's degree in engineering from an engineering program accredited by ABET* may be considered for entry into the organization at this level.
*ABET - Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology.
Acceptable alternative is:
(1) a Bachelor's degree in engineering (non-ABET) plus a Master's degree or PhD in engineering from a university with an ABET accredited Bachelor's program.
Engineering Technologist (SG6): ($72,380 - $90,475)
Has typically acquired 2 or more years of related experience in work activities and projects requiring the application of engineering technology principles; Bachelor's degree in engineering technology* in a program accredited by ABET**.
*A degree in engineering technology is the preferred degree: however, engineering degrees will also be considered.
**ABET - Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology. Acceptable alternative is (1) a Bachelor's degree in engineering technology (non-ABET) plus a Master's degree or PhD in engineering technology from a university with an ABET accredited Bachelor's program.
Engineer (SG7): ($85,081 - $106,354)
Has typically acquired 4 or more years of related engineering experience along with a Bachelor's degree in engineering in a program accredited by ABET; or 2 years of related engineering experience along with a Master's degree in engineering from a program accredited by ABET .
Individuals with a PhD in engineering from an engineering program accredited by ABET* may be considered for entry into the organization at this level.
Registration as a Professional Engineer (PE) in any U.S. state or Puerto Rico* is encouraged and preferred.ABET - Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology.
Acceptable alternative is:
(1) a Bachelor's degree in engineering (non-ABET) plus a Master's degree or PhD in engineering from a university with an ABET accredited Bachelor's program.** Confirmation is required to ensure the PE obtained in Puerto Rico aligns with NCEES standards.

Candidates will be considered based on their qualifications and the candidate's ability to work from an approved work location. Although the location is flexible, AEP does not have a presence in all states and localities.
