25.10 OFFICER

The city clerk shall be an appointed officer of the City of Kidder. 25.11 QUALIFICATIONS

An applicant for city clerk shall be over 21 years of age, a registered Missouri voter, and must be

bondable. Residency in the city is not required.

25.12 DUTIES

The city clerk shall:

a. Prepare and post proper board agendas; prepare an account of income and expenditures on required

accounts for each monthly board meeting; attend all regular and special board meetings; take and

keep accurate minutes; administer official oaths; and other clerical and secretarial duties and duties as

assigned.

b. As custodian of records, organize and maintain all records, books and papers and respond to

requests for public records in accordance with the Sunshine Law.

c. As the general budget and finance officer for the city, prepare annual budgets showing projected

income and expenditures; maintain adequate funding levels to meet obligations; receive and disburse

funds and reconcile all accounts maintained by the city; keep accurate accounts of park income and

expenditures; prepare accounts for monthly review by the CPA and in all matters related to audits;

annually prepare the debt service worksheet, conduct a public hearing and file all required documents

for general obligation bonds and the general fund; and other such matters.

d. Handle the day to day affairs of the city, including timely responses to mail, phone and e-mail

correspondence.

e. Attend meetings of the park board and work with the park association on activities throughout each

year.

f. Regarding elections, certify candidates for office, prepare a sample ballot, secure the polling places,

and file or submit these items to the proper authority by the required deadlines.

g. Work with various governmental and financial agencies on preparing and administering grants and

loans.

h. As utilities clerk, prepare and mail monthly bills; manage payments and banking; reconcile

accounts; manage delinquency procedures including delinquency and shutoff notices, arranging for

shutoffs; prepare reports required by the USDA, DNR or other agencies; work with wastewater

operator on maintenance requirements and customer reports; and prepare for annual audit.

i. Prepare and distribute ordinance enforcement letters and warnings, work with a designated officer

to obtain needed documentation, and work with the city attorney to prepare for court cases and

court-related duties as required.

j. Work with the city attorney and others as needed on special projects, ordinance development, and to

obtain legal opinions on behalf of the board.

k. Perform other duties as assigned by the mayor or the board of aldermen.
