AGENCY INFORMATION CSEC is a Texas state agency that is the state's authority on emergency communications. CSEC is located in the new George H. W. Bush State Office Building across from the Texas State History Museum. CSEC administers the state 9-1-1 service program and the statewide poison control program . For 9-1-1, the Commission provides grants to 20 Regional Planning Commissions (RPC) to provide 9-1-1 service in the majority of Texas. For poison control, Commission provides grants to six Regional Poison Control Centers (RPCC) to provide poison control services to the public and health care professionals. The Commission comprises nine voting Commissioners appointed by the Governor (five members), the Lieutenant Governor (two), and the Speaker of the House of Representatives (two); plus, three non-voting ex officio Commissioners. JOB DESCRIPTION Reporting to the Director of Contracting and Purchasing, the Contract Administration Manager I performs advanced (senior-level) contract administration including contract management. Work involves oversight, execution, coordinating, and administration of large-scope or high-dollar contracts by defining requirements for and developing and monitoring contracts; and performing state contract management functions for the agency-works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. DUTIES PERFORMED Staff responsibilities and performance expectations are linked to the goals in the agency's strategic plan. - It is an essential job function for assigned personnel to meet attendance expectations. - Performs quality control reviews to ensure compliance with legal and regulatory requirements. - Advises internal and external stakeholders on contract administration, policies, and procedures. - Serves as the principal contract liaison between agency management, contractors, stakeholders, and grantees in administrative oversight of contracts and executed agreements. - Coordinates and facilitates procurement-related meetings such as contract kick-off, post-award conferences, team briefings, vendor meetings, and other post-award activities. - Conducts needs assessments to determine requirements for the purchase of goods and services. - Provides input regarding the cancellation of contracts when deviations occur. - Provides technical assistance to agency staff and other stakeholders regarding contract administration policies and procedures. - Assists with preparation of specifications for requests for bids. - Performs compliance review of contract-related documentation to determine compliance with policy, procedures, and legal requirements. - Oversees the monitoring of and/or monitor legal, rule and regulatory requirements about contracting; interpret and assist in developing contract administration policies and procedures with Director of Contracting and Purchasing. - Assists with development of solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract specifications. - Recommends updates for solicitations, contract boilerplate language, and other contract-related documents. - Coordinates the administration of and/or administers the billing process and eligibility monitoring functions for contract billings. - Coordinates the negotiation of and /or negotiates contract renewals and amendments. - Coordinates the risk assessment process for contract monitoring and planning. - Assists with bid evaluation scoring instruments. - Identifies training needs and determines how training should be provided and conducted. - Guides contract administration, policies, and procedures. - Resolves audit exceptions by defining causes of errors and recommending appropriate dispositions. - Performs such other duties as may be assigned.GENERAL QUALIFICATIONS/REQUIREMENTS REGISTRATION, CERTIFICATION, OR LICENSURE #### - Requires certification as a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD). {=html} - May require dual certification as a CTCM and CTCD within 1 year of hire. EDUCATION Graduation from an accredited four (4) year college or university with major course work in business, public administration, Supply Chain Management, Procurement, Project Management, or a related field, is preferred. Additional work-related experience may be substituted for education on a year-for-year basis. High-school diploma required. OR EXPERIENCE At least 3 years of State of Texas experience with one of the following: project management, supply chain management, sourcing strategies, procurement, auditing, or contract management and monitoring.
