The Virginia Department of Transportation (VDOT) Asset Management Division is seeking a Senior Technical Project Manager to lead complex IT projects involving multiple teams, workstreams, and aggressive delivery schedules while following Commonwealth, VDOT, and VITA project management standards.

Location and Work Arrangement Hybrid - Richmond, VA

Compensation $150,000 - $166,000 per year

Key Responsibilities -Lead complex IT projects through all Commonwealth Standard for Project Management phases: Preselect, Initiation, Planning, Execution and Control, and Closeout -Serve as a hands-on technical project manager working with development teams and business stakeholders -Coordinate work, staffing, and resources across VDOT Information Technology Division teams -Communicate project timelines, expectations, progress, and metrics to technical and business stakeholders -Facilitate collaboration across cross-functional technical teams -Manage vendor, consultant, and contractor activities, including contract management, and procurement coordination -Adhere to VDOT and VITA project management practices and governance requirements -Coordinate with VDOT and VITA Project Management Offices -Manage project budgets, plans, schedules, risks, tasks, status reporting, milestones, and deliverables -Ensure documentation of requirements, use cases, design workshops, test objectives, test plans, and test cases -Support system and application training efforts

Required Experience -Bachelor's degree in Computer Science, Systems Engineering, Management Information Systems, Project Management, Finance/Business, or related field -10 years managing large multi-stream projects valued at $10M or greater each -10 years of IT infrastructure delivery experience (networking, physical plant, vendor management, site provisioning) -10 years of experience in both Scaled Agile and Waterfall project management -PMP Certification -10 years managing projects with high visibility and high stakes -10 years managing projects that coordinated with at least one external team -10 years managing projects within a larger program under PMO governance -10 years using Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server) -Strong oral and written communication skills
