Sewer Billing Clerk

GENERAL DESCRIPTION:

Under administrative direction, the purpose of this classification is to perform the duties of and Sewer Billing Clerk and provide backup support to the Clerk of the Board of County Commissioners. This position will be providing administrative, clerical, and financial support to the Board of Commissioners and staff. Employees in this classification perform administrative, billing, as well as serving as communication liaison to other county departments, local, state, and federal agencies, utility providers, and the public. Work includes the application of considerable judgment, coordination of work with others, and adherence to county ordinances, policies, and financial practices. Work requires a high level of discretion, financial accuracy, and application of administrative and office management skills. Performs related work as directed.

QUALIFICATIONS

Completion of secondary education or equivalent (high school diploma or GED); some college courses preferred.

Three (3) years of experience in an office environment; accounting courses, money-handling experience, or customer service experience preferred;

Or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.

Fluent knowledge of computers, printers, copiers, scanners, financial/accounting software, utility billing software, Microsoft Office (Word, Excel, PPT, Outlook), and other typical office equipment.

County government experience preferred.

ESSENTIAL FUNCTIONS:

Receives and screens correspondence, telephone calls, and visitors for both the Commissioners' Office and sewer-related inquiries; assists customers with billing questions, online payment setup, and adjustments.

Processes all sewer payments, ensuring accuracy in cash handling, change, and check preparation; enters payments into financial software; maintains and balances cash drawer daily.

Ensures electronic utility payments post correctly; reconciles batches and prepares daily balance sheets; processes EFTs to the Treasurer's Office.

Prepares monthly sewer billing files; reviews proofs before distribution; uploads invoices for billing company; generates invoices for accounts maintained in accounting software.

Reviews delinquent sewer accounts, applies penalties, issues disconnect notices, monitors payments, and applies disconnect/reconnect fees as necessary.

Drafts resolutions, proclamations, contracts, policies, leases, billing adjustments, ordinances, and other documents for submission to the Prosecuting Attorney or Commissioners for review/approval.

Prepares and maintains a record of Board of Commissioners proceedings, including Resolutions and Record of Proceedings; submits for adoption by the Board.

Receives and screens correspondence, telephone calls, and visitors for sewer-related inquiries; assists customers with billing questions, online payment setup, and adjustments.

Coordinates service requests for new sewer connections with Environmental Engineering; ensures agreements, payments, and approvals are complete before scheduling tie-ins.

Enters work orders for wastewater treatment operations; coordinates disconnect/reconnect orders and related inspections; communicates issues to Environmental Engineering staff.

Monitors real estate transfers within sewer districts; closes accounts for sellers, opens accounts for new owners, and sends welcome letters.

Coordinates construction projects for delinquent sewer accounts that cannot be disconnected; schedules work with contractors; issues notices and bills accounts after completion.

Submits requisitions, prepares and processes invoices, and submits pay-ins for sewer fees, connection fees, and revenues received by the Commissioners' Office.
