The Financial Accountant II position supports the financial health and accountability of the Greater Cleveland Regional Transit Authority through advanced accounting, reporting, and compliance functions. Under the direction of the Manager of General Accounting, this position is responsible for managing month-end and year-end close processes, preparing quarterly financial reports, and ensuring timely and accurate payroll tax filings. Assists in the preparation of the Annual Comprehensive Financial Report (ACFR), National Transit Database (NTD) submissions, and supports compliance activities related to the Federal Transit Administration (FTA) Triennial Review and MAP-21 performance-based planning and reporting requirements. This position also supports compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) guidelines, and federal and state regulations. Provides key support during external audits, contributes to budget development and analysis, and may assist in mentoring accounting staff.

Manages month-end and year-end close processes. Oversees journal entries, account reconciliations, accruals, and financial close tasks to ensure accurate and timely period-end closings.

Prepares and analyzes financial reports. Produces monthly, quarterly, and annual financial statements. Performs variance analysis and ensures compliance with GAAP/GASB.

Coordinates payroll and other tax filings. Ensures timely and accurate payroll and other tax filings at federal, state, and local levels. Supports payroll-related audits and reconciliations.

Assists in the preparation of the ACFR. Compiles data and supporting schedules. Collaborates with auditors and internal departments during the year-end reporting and audit process.

Supports regulatory and compliance reporting (NTD, FTA Triennial Review, MAP-21). Prepares reports and data for submission to oversight bodies. Assists with compliance audits and maintains required documentation.

Monitors and maintains internal controls. Evaluates financial processes and controls. Identifies improvements and ensures adherence to internal policies and accounting standards.

Collaborates across departments and supports Grant Accounting. Provides financial support to project managers and departments. Tracks and reports operational budgets. May assist in mentoring accounting staff.

Minimum Requirements

5 to 7 years of progressively responsible accounting experience, including financial systems and budgeting, financial reporting and/or auditing, financial data analysis, and technical review in accordance with Generally Accepted Accounting Principles (GAAP). Strong knowledge of accounting theory and demonstrated ability to analyze issues and recommend effective, efficient solutions.

Bachelor's degree in accounting or related field

CPA certification preferred
