Summary The Deputy Principal Executive Director, Office of Acquisition, Logistics, and Construction (OALC), oversees the Office of Procurement, Acquisition, and Logistics (OPAL) operations, which consist of a central office staff and OPAL field activities. OPAL provides comprehensive, strategic acquisition support for VA's highly complex requirements, including strategic Information Technology and medical systems. Responsibilities Major duties include but are not limited to: Serves as the Director, Program Advisory Support Service (PASS) and Program Manager for any projects initiated by the VA to exercise program responsibility in accordance with best practices in program development, acquisition, distribution, and logistical support for services, supplies, and other critical systems and subsystems procured by VA; Provides senior level/expert advice, problem solving and recommendations often comprised of unique and innovative strategies that are well-researched and incorporate exemplary data analytics; Advises customers and contracting officers seeking to resolve high visibility or critical impact problems which have not been resolved by normal/routine corrective actions to resolve issues on contracts and inter-agency agreements which have atypical or unusual issues that have no precedent; Deploys mastery of procurement principles and program requirements to develop theories that significantly strengthen the program's health, content, interpretation, and ongoing updates to create short and long-range plans focused on improving PASS program health and supporting VA modernization initiatives centered on enhancing Acquisition Management at the enterprise level.
