This leadership role reports directly to the Executive Director and plays a crucial part in both financial oversight and human resources management. The Director of Finance will supervise all clerical and human resources staff within the administrative and management information offices, and will also act as a key liaison between our facility and external parties such as the county auditor's office, vendors, and state fiscal officers.

The Essential Functions and Duties

Fiscal Management: Overseeing the facility's budget, ensuring all expenditures, collections, and fund usage align with applicable grant requirements, rules, regulations, and federal, state, and local laws. This also involves preparing annual grant applications, budgets, and revisions through the Ohio Department of Rehabilitation and Correction Intelligrants IT system, and monitoring grant compliance.

Staff Supervision and HR: Assigning and reviewing the work of clerical and office staff, evaluating their performance, approving leave requests, and handling disciplinary actions when necessary. The Director will also oversee employee payroll, benefits, and personnel records, including timesheets, leave requests, expense reports, and compensatory time tracking. 3. Administrative Support: Assisting the Executive Director with administrative tasks, taking responsibility for non-routine assignments, and completing special projects.

Training and Resource Management: Overseeing and participating in the training of clerical and office staff, and ensuring they have the necessary resources to achieve their goals. 5. Team Leadership and Role Modeling: Maintaining open communication with subordinates to encourage questions and concerns, and serving as a positive role model by displaying compassion, fairness, integrity, and professionalism.

Grant Support: Assisting in grant writing, particularly in creating budgets for new proposed projects for EOCC.

Additional Duties and Responsibilities

Other duties for this position include assisting clerical and office workers when needed, collaborating with facility personnel to seek additional funding sources, preparing fiscal and personnel files for audits, interpreting personnel policies, and participating in relevant professional organizations and facility committee meetings.

The Director of Finance will have direct supervisory authority over the Executive Assistant and Human Resources Generalist positions.

Education / Experience, and Competencies

Associate's Degree in finance, business administration, public administration, or a field related to our agency's mission. The ideal candidate will have experience managing financial accounts, supervisory experience, and the ability to quickly learn grants management. Proficiency in technology, including the ability to learn complex financial software systems and various grant requirements, is essential. Experience equivalent to associates degree can also be considered. Lastly, a basic understanding of human resource laws is required.

While not required, a Bachelor's Degree in finance or accounting is a plus, as is comprehensive financial oversight experience.

Additionally, the candidate must possess strong interpersonal communication skills and understand the importance of fostering a positive cultural environment and working effectively with diverse personalities. Special abilities and requirements include strong verbal and written communication skills, knowledge of accounting and budgeting practices, the ability to maintain complete and accurate records, and proficiency in basic office equipment.
