District 7 Human Resources Development Council is seeking a Program Manager to oversee the Low-Income Home Energy Assistance Program (LIHEAP). The Program Manager is responsible for:

Ensuring the mission of the agency and its respective programs are implemented

Complying with program contracts, state, and federal regulations.

Evaluating and modifying programs as required with the approval of the Director.

Communicating all program changes and directives to and from the Director, staff, and other program directors.

Providing timely reports as required by respective programs and agency requirements.

Updating, communicating, and implementing all program changes that reflect and impact compliance requirements.

Identifying, collecting, tracking, and utilizing data to establish program outcomes and reporting requirements.

Assisting with and monitoring all program operating budgets, expenditures, and provides comprehensive program reports as required.

Maintaining tracking and accurate reconciling of benefits on a timely basis.

Serving as liaison for all program related matters internally and with other key agencies within the community.

Attending meetings on behalf of HRDC and maintains on-going communication and networking with community partners and funders.

Implementing agency work plans at the program level to ensure achievement of set goals.

Upholding the Results-Oriented Management and Accountability (ROMA) principles and practices at all times.

Supervising and leading subordinate staff and volunteers in a fair and productive manner.

Participating in the selection process, conducting employee evaluations, enforcing discipline, and terminating as required.

Ensuring that appropriate training has been provided to his/her staff as needed.

Reviewing client eligibility files of Energy Assistance programs for accuracy and completeness.

Resolving employee conflicts and client grievances according to established policy and procedures.

Demonstrating competency in leadership; develops and maintains an effective team.

Qualifications:

Bachelor's degree (B. A.) in Human Services or related field, and a minimum of four (4) years direct related experience; and

At least 2 years of supervisory experience; or

Equivalent combination of education and experience to fully meet the minimum requirements for the position.

Must possess a valid Montana Driver's License

Must have access to a vehicle and provide proof of personal automobile insurance that meets our insurability requirements.
