Job Duties The Appraiser I is responsible for evaluating residential, agricultural, and mobile home properties to establish fair and accurate market values for property tax assessment purposes. This role includes conducting property inspections, measuring structures, photographing sites, and gathering information on building features, construction quality, and neighborhood characteristics. The Appraiser I reviews improvements, estimates depreciation, analyzes deeds and related documents to confirm legal ownership, and determines land value by considering all relevant factors. Additional duties include performing field checks of building permits, updating public records, inspecting new construction and property changes, and preparing documentation for Board of Equalization hearings. The position requires communicating with property owners, answering questions about assessments, defending valuation decisions, assisting with tax law education, and working closely with city and county departments. The Appraiser I also maintains property valuation systems, applies mass appraisal techniques, and responds to unplanned requests or urgent issues.

The Appraiser II performs advanced property appraisal work involving residential, commercial, industrial, multi-family, and other income-producing properties to determine fair and equitable market values for property tax purposes in accordance with Minnesota Department of Revenue standards. This role requires extensive field and office work, including inspecting, measuring, and photographing complex properties; analyzing construction @types, improvements, and depreciation; and reviewing income and expense statements, leases, appraisals, contracts, and other legal or financial documents. The Appraiser II evaluates property divisions, combinations, and classification changes, establishes and maintains computerized valuation models, and applies mass appraisal techniques to ensure consistent assessments. Responsibilities also include preparing for and presenting at Board of Equalization hearings, defending assessed values, interpreting and explaining Minnesota tax laws and appeal processes, and communicating effectively with taxpayers, attorneys, and tax representatives. The Appraiser II collaborates with county and city departments, assists with public inquiries, and ensures accurate, transparent valuation processes.

Minimum Education Required The Appraiser I position requires a high school diploma or GED along with two years of post-secondary education. Candidates must also have three years of experience in real estate, appraisal, construction, or property assessment. An equivalent combination of education and experience may be accepted if it sufficiently prepares the applicant to perform the essential duties of property appraisal and valuation.

The Appraiser II role requires a high school diploma or equivalent, in addition to two years of post-secondary education in clerical coursework, real estate, or a related field. Applicants must also have five years of experience in real estate, appraisal, construction, assessment, or a closely related discipline. A comparable combination of education and experience may be considered if it adequately qualifies the applicant to carry out the advanced appraisal responsibilities associated with this level.

Minimum Experience Required The Appraiser I position requires three years of experience in real estate, property appraisal, construction, or property assessment. This experience should provide the candidate with practical knowledge of property characteristics, valuation factors, and field inspection procedures. Applicants may also qualify through an equivalent combination of education and experience that sufficiently prepares them to perform the essential duties of entry-level property appraisal, including conducting inspections, gathering valuation data, and applying assessment guidelines.

The Appraiser II position requires at least five years of experience in real estate, appraisal, construction, assessment, or a closely related field. This level of experience must equip the candidate to perform advanced appraisal work such as analyzing income-producing properties, interpreting complex financial and legal documents, and conducting valuations for commercial, industrial, and multi-family developments. A comparable combination of education and experience may be accepted if it demonstrates the applicant's ability to perform the higher-level responsibilities of this role.
