Performs difficult skilled technical work planning, directing, and overseeing the maintenance, service, and repair of vehicles and equipment, maintaining parts inventory, determining maintenance and repair needs, and related work as apparent or assigned. Work is performed under the limited supervision of the Director of Streets and General Maintenance. Divisional supervision is exercised over all personnel within the division.

Essential Functions

Plans, directs, schedules, and oversees the work of staff engaged in the inspection, repair, and maintenance of automotive equipment; determines need and feasibility of major repairs and repair priorities; schedules outside repairs as needed.

Approves and/or prepares purchase orders for parts and equipment; oversees parts inventory and issuance; contacts vendors for price quotes; codes invoices and monitors expenditures; monitors fuel tank and orders fuel.

Prepares work and repair orders; estimates time required to complete repairs; reviews work in progress and completed work orders to ensure that appropriate repairs were successfully completed and properly documented; closes work orders upon completion.

Prepares and maintains financial records and credit card logs; prepares records and reports on daily activities, materials use, fuel, etc.; maintains inspection records on vehicles.

Operates crane and heavy equipment to receive, unload, and stock supplies.

Assists in the recruitment and selection of division personnel; assigns, directs, trains, and inspects the work of personnel; disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules.

Recommends purchase of new vehicles and equipment; prepares and reviews specifications for new vehicle and equipment procurements.

Special Requirements

Virginia State Inspection license or ability to obtain within six months. Valid commercial driver's license in the Commonwealth of Virginia, or the ability to obtain within one year. Must be able to pass drug screen and background check. Knowledge and use of FASTER Web preferred. Certified Public Fleet Professional (CPFP) or Certified Fleet Manager (CFM) designation or ASE certifications preferred. Procurement experience preferred.

Education and Experience

Associates/Technical degree with coursework in business administration, automotive technology, or related field and extensive experience managing an automotive repair shop and staff, or equivalent combination of education and experience.

Knowledge, Skills, and Abilities

Comprehensive knowledge of the principles and practices of automotive repair shop management; thorough knowledge of the characteristics and maintenance needs of a wide variety of automotive and mechanical equipment; thorough knowledge of the hazards and safety precautions of large scale shop operations; thorough knowledge of the principles of operation of gasoline and diesel engines and/or of the repair and maintenance characteristics of a variety of construction and special equipment; thorough knowledge of State and Federal procedures for underground fuel tanks and fuel systems; thorough knowledge of Federal, State, and local regulations related to operation of a garage; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to plan and supervise the work of automotive technical and service staff; ability to establish and maintain effective working relationships with associates, vendors, and the general public.
