This Engineer I is an entry-level engineering position responsible for assisting with right-of-way permitting, the city's Municipal Separate Storm Sewer System (MS4) program, and the management of capital improvement projects (CIPs) within the Public Service Department. This role provides technical support for various engineering functions and ensures compliance with applicable regulations. The position requires strong analytical, organizational, and communication skills to effectively contribute to the city's engineering efforts. This position will work under the general supervision of an Engineer II or City Engineer and does not have any supervisory responsibilities.

This position is classified as FLSA-exempt and therefore it is not eligible for overtime compensation under the learned professional exemption.

Assists in the planning, design, and execution of capital improvement projects, including roadway, sidewalk and trail, water, and sewer infrastructure projects.

Serves as a project coordinator for capital improvement projects, from planning and design through construction and closeout.

Supports bid preparation, contract administration, and coordination with consultants and contractors.

Conducts field inspections and monitors construction progress to ensure compliance with project specifications.

Assists in reviewing, processing, and enforcing right-of-way permit applications; coordinates with contractors, developers, and utility companies regarding right-of-way activities.

Ensures compliance with city regulations, construction standards, and safety protocols.

Supports the implementation and administration of the city's stormwater management program.

Conducts inspections and assists with documentation to ensure compliance with NPDES regulations.

Helps develop and implement best management practices (BMPs) related to stormwater quality and quantity.

Reviews engineering plans, specifications, and reports for accuracy and compliance.

Assists in responding to inquiries from residents, businesses, and other stakeholders regarding city infrastructure projects.

Maintains accurate records, reports, and documentation related to engineering activities.

Supports various engineering initiatives as assigned.

Attends meetings and provides technical assistance as needed.

Maintains current industry trends, regulations, and best practices.

Regular and predictable attendance.

Qualifications:

A bachelor's degree in civil engineering or closely related field from an ABET-accredited educational institution. Must maintain a valid Ohio driver's license and insurability under the city's insurance policy. A background check and pre-employment drug screen are required. The Engineer I is distinguished from the Engineer II, which may supervise or manage employees or a program and the degree to which oversight and decision making is reviewed. Must maintain a valid Ohio driver's license and insurability under the city's insurance policy. Must pass a drug screen and background check prior to employment.
