Position Summary:

The City of Mansfield is seeking a qualified and motivated Project Planner to assist with the implementation, compliance, and administration of the City's stormwater management program as required by the Ohio EPA NPDES MS4 permit. The Project Planner will provide support for construction site inspections, drainage complaints, plan review, private development oversight, and environmental compliance efforts.

This position plays a critical role in protecting water quality, ensuring proper drainage infrastructure, and supporting sustainable development practices within the city. The work involves both office and field duties and requires collaboration across departments, with residents, and with private developers.

Essential Duties and Responsibilities:

Coordinate stormwater plan reviews for private developments to ensure compliance with local ordinances, the Ohio EPA's NPDES MS4 permit, and other applicable environmental regulations. Assist in the implementation and tracking of MS4 permit requirements, including preparation of annual reports, development of technical documents, and coordination of program elements (e.g., illicit discharge detection, construction oversight, post-construction stormwater control). Responsible for communicating with Ohio EPA and other regulating agencies, and also performing annual stormwater training/presentations for city departments Investigate and resolve drainage complaints and stormwater infrastructure concerns across the city, including interaction with residents, businesses, and contractors. Conduct field inspections of construction sites and permanent stormwater controls for compliance with erosion and sediment control requirements. Assist with environmental compliance activities for municipal operations, including internal audits, regulatory documentation, and stormwater system mapping. Support public education and outreach efforts related to stormwater pollution prevention and environmental stewardship. Maintain accurate records, databases, GIS mapping, and documentation related to private development stormwater compliance and MS4 program metrics. Collaborate with other departments on capital improvement projects and provide support related to drainage design and stormwater infrastructure. Stay current with applicable federal, state, and local regulations related to stormwater, floodplain management, and environmental protection.
