Summary: Administrative and technical work directing the enforcement of the City's codes and ordinances, which entails providing guidance to citizens and liaison between the City Board and Planning Commission.

Essential Functions: The essential functions include, but are not limited to, the following duties. Examples of Work: Examples of work performed in this classification include, but are not limited to, the following tasks. These tasks may be amended or other tasks may be assigned as necessary.

Supervises and coordinates, with inspectors, the enforcement of the building and electrical codes, and sign and other ordinances for the safety, health, and welfare of the public; confers with inspectors on work problems; occasionally accompanies inspectors to review unusual problems and to give general assistance; interprets the codes and ordinances in difficult technical cases;

Supervises and coordinates with the Fire Prevention Officer the issuance of fire permits, inspection of building for fire hazards, and education property owners regarding the abatement of fire hazards;

Plans, assigns, directs, and participates in the work of personnel engaged in the enforcement of the City's zoning ordinance and regulations;

Answers inquiries from the public on zoning and land use matters; confers with developers, investors and others on zoning matters involved in property development;

Accepts application for re-zoning site plans, conditional use permits, various matters; prepares and presents analysis recommendations to the City Planning Commission;

Confers or corresponds with architects, building owners, and contractors concerning questions involved in the enforcement process;

Appears before the City Planning Commission on matters pertaining to municipal codes and ordinances and cases on appeals; sets agenda and participates in Planning Commission meetings;

Conducts the final inspection on all City buildings;

Researches property address numbers;

Enforces all new ordinances (storm water detention, land disturbance, erosion control);

Confers and corresponds with Attorney and Planner concerning annexation issues;

Confers and corresponds with newly annexed residents as to what their property can be used for until the Land Use is established;

Enforces federal and state mandates;

May serve as a member of various employee committees.

Supervisory Responsibilities: This position has some supervisory responsibilities.

Education and/or Experience: Graduation from an accredited college or university with major course study in public or business administration and one (1) year experience in building inspection or zoning inspection:

Any equivalent combination of education and experience which equals or exceeds minimum qualifications.

Knowledge, Skills, Abilities, and Characteristics:

Extensive knowledge of all @types of building, construction materials, and methods, and stages of construction when possible violations and defects may be most easily observed and corrected;

Thorough knowledge of engineering as applied to design of reinforced concrete, steel, timber, and other structures and skill in making complicated engineering and mathematical calculationsand in the use of engineering devices and reference materials;

Thorough knowledge of municipal building, electrical, plumbing, air conditioning, flood management, and related codes and ordinances;

Considerable knowledge of the principals and practices of zoning and land use; Working knowledge of the occupation hazard involved in the works and the proper safety precautions for the safe performance of the job;

Skill in detecting deviations from established requirements; skill in operation of listed tools and equipment;

Ability to understand and interpret plan, diagrams, blueprints, and specification;

Ability to enforce ordinances and regulations firmly, tactfully, and impartially; ability to establish and maintain effective working relations as necessitated by work assignments;

Ability to express ideas effectively, orally and in writing, to groups and to individuals.

Licensing and Certifications: Valid State driver's license.

While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is frequently required to walk; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and taste and smell.

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.
