POSITION SUMMARY:

Responsible for developing, managing, implementing, administering and evaluating occupational health and safety programs, policies procedures and initiatives related to Workers Compensation Program, COTA's federally mandated Drug and Alcohol program and applicable Federal and State health and safety standards and regulations.

Performs other duties in alignment with the COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.

ESSENTIAL JOB FUNCTIONS:

Develop & manage COTA's Self-Insured Workers' Compensation Program in conjunction with COTA's vision and strategic plan, including federal and state regulations

Manage Third Party Administrators (TPA's) responsible for program administration

Ensure timely processing of claims and coordinate record keeping requirements with TPA's

Coordinate & attend formal WC hearings; brief COTA's hearing representatives & attorneys on relevant issues pertaining to case & maintain ongoing communication with employees; notify human resources & management when employees begin WC leave & when they return to work

Investigate & document accidents/injuries, conducting appropriate analysis to determine root cause & applicable corrective action

Develop and maintain Bureau of Workers' Compensation (BWC) functional job analysis to assess injured workers' ability to return to work, considering physical restrictions and/or limitations based on job demands

Manage COTA's Drug & Alcohol testing program, acting as designated employer representative to coordinate testing & communicate results with specimen collectors & medical review officers

Develop, facilitate and manage drug and alcohol training, COTA's Second Chance Program, return to duty testing and follow up testing

Develop, implement, manage and evaluate applicable safety & health programs, policies and procedures to ensure compliance with federal and state regulations

MINIMUM EDUCATION & EXPERIENCE REQUIRED:

Associate's degree in safety, human resources, business or related field

Five (5) years of progressive experience in health and safety, compensation and benefits

An equivalent combination of education and relevant experience will also be considered

Drug & Alcohol Administration certification from FTA and WC Claims Administration training program certification from BWC preferred
