GENERAL PURPOSE: Under the general direction of the Finance Director, the Staff Accountant performs professional accounting and financial reporting functions, including preparing and posting journal entries, maintaining balance sheet schedules and the general ledger, conducting bank reconciliations, and supporting budget development and annual audit activities. This position participates in monthly and year-end closing processes and ensures compliance with established financial policies and accounting standards.

PRIMARY DUTIES AND RESPONSIBILITIES Perform professional accounting activities in accordance with applicable standards and specifications, including general ledger reconciliation, financial reporting, budgeting, auditing, and recordkeeping. Prepare, review, post, and verify accounting entries to maintain, correct, and adjust accounting records, ensuring appropriate supporting documentation. Manage accounts receivable activities by recording and reconciling daily deposits, credit card transactions, and other receipts, ensuring accurate coding to the general ledger and proper documentation of all cash receipts. Monitor and reconcile various accounts to verify fund availability and correct expenditure classification. Prepare financial reports for City departments; enter updated information into the financial system and maintain accurate financial records. Coordinate assigned portions of the annual financial audit, including preparation of year-end financial statements, supporting schedules, required documentation, and timely responses to auditor inquiries. Manage the Citys fixed asset functions by compiling, tracking, and recording capital purchases, ensuring they are accurately entered into the fixed asset system. Prepare bank reconciliations and resolve discrepancies. Assist with tracking and reporting of grant funds to ensure compliance with applicable requirements. Assist in monitoring cash balances and fund activity to support liquidity management. Assist in developing, implementing, and monitoring internal controls to ensure compliance with GAAP, GASB standards, and City financial policies; identify and recommend process improvements to mitigate risk. Assist in the preparation and administration of the budget. Serve as back-up to the Accounting Assistant in preparing bi-weekly payroll, payroll reports and payments, and processing weekly accounts payable. Assist with special projects as assigned by the Finance Director. Other duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS Education and Experience: Bachelors degree from an accredited college or university in accounting, finance, or a related field preferred. Two (2) years of progressively responsible accounting experience, preferably in a municipal or governmental environment. OR Any combination of training, education, and experience that provides the required skills, knowledge, and abilities.

Preferences: Experience with Tyler Technologies Incode (ERP Pro 9) or similar municipal financial systems preferred. Knowledge and experience with Government Accounting Standards is a plus.

Required Licenses or Certifications: A valid Texas drivers license, or the ability to obtain one within ninety (90) days, or a military waiver is required.

Required Knowledge of: Basic Generally Accepted Accounting Principles, methods, practices, and procedures. Preparing periodic departmental operations reports and reports for various agencies and organizations. Incode or similar Financial/ERP software. Pertinent Federal, State, and local laws, codes, and regulations. Proficient in Microsoft Office, including Excel, Outlook, Word, and PowerPoint.

Required Skills: Ability to learn City codes, policies, and procedures; follow oral and written directions promptly and accurately. Self-motivated and able to work with minimal supervision. Exercise sound judgment and make independent decisions within established policies and procedures. Demonstrate exceptional attention to detail in the preparation, review, and analysis of financial records and reports. Interpersonal skills necessary to develop and maintain effective and appropriate working relationships. Communicate effectively, clearly, and concisely, both orally and in writing, regarding complex and highly visible issues; interact professionally with those contacted during work. Maintain confidentiality and use good judgment. Perform assignments in a coordinated and organized manner; effectively manage time and coordinate multiple projects across various departments in a timely and efficient fashion; prepare clear and concise reports. Ability to compile and interpret numerical and analytical data and make sound judgments based on the data. Ability to manage sensitive information and coordinate risk management and claims processes with accuracy, discretion, and timeliness. Support the development and implementation of departmental goals and process improvements.
