Position Description

The Workforce and Marketing Communications (MarCom) Program Financial Analyst will

play a crucial role in analyzing financial data, monitoring budgets, and providing insights to support decision-making processes related to government, workforce and/or marketing related contracts. This individual will work closely with various stakeholders to ensure compliance with regulatory requirements and optimize financial performance.

Essential Duties and Responsibilities:

Conduct financial analysis and reporting for US government contracts, specifically around workforce and marketing communications expenditures, including but not limited to scholarships, training incentives, agency contracts, media buys, and production costs, as well as budget variance analysis, forecasting, and profitability assessment.

Collaborate with Workforce and MarCom division and program leadership, project managers and contract administrators to develop the annual budget and ensure financial alignment with strategic priorities.

Assist in the preparation of contract proposals and negotiations, conducting financial analysis to support pricing strategies and ensure cost competitiveness.

Lead the development and tracking of spend plans, budgets and project burn rates, ensuring all financial requirements are met for both prime and sub-contractors.

Track purchase orders, invoices, and payments to external partners, including creative agencies, media buying agencies, and production vendors, ensuring accuracy and adherence to contract terms and conditions.

Provide financial oversight of the marketing budget by performing budget variance analysis, forecasting, and profitability assessments.

Analyze financial risks and opportunities associated with government contracts, proposing strategies to mitigate risks and capitalize on opportunities.

Assure program and contract compliance.

Provide financial guidance and support to project teams, assisting in cost control measures and identifying opportunities for cost savings.

Prepare and submit financial deliverables required by government agencies, such as incurred cost submissions, indirect rate proposals, and cost/price analyses.

Maintain compliance with applicable regulations and standards governing government contracts, including Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and BlueForge Alliance internal contracts and policies.

Collaborate with cross-functional teams, including program operations, procurement, contracts, and finance, to streamline financial processes and improve budget tracking and reporting.

Support internal and external audits related to government, workforce and marketing contracts, ensuring accurate documentation and resolution of audit findings.

Perform other misc. duties as assigned.

Required Skills/Abilities:

Experience in financial management for workforce, marketing, advertising, or media-related contracts, including working with creative and media agencies.

Understanding of financial processes within workforce, marketing and advertising, including media buying, campaign budgeting, invoicing, and contract management.

In-depth knowledge of US government contracting regulations and requirements, including FAR and DFARS.

Proficiency in financial modeling, budgeting, and forecasting techniques.

Strong analytical skills with the ability to interpret complex financial data and draw meaningful insights.

Excellent communication and interpersonal skills, with the ability to effectively collaborate with cross-

functional teams and external partners.

Detail-oriented with a commitment to accuracy and compliance.

Proven ability to manage multiple priorities and meet deadlines in a fast-paced environment.

Experience with financial systems and software, such as Deltek Costpoint, preferred.

Proficient with Microsoft Office Suite or related software.
