Summary This position is located in the Department of Veterans Affairs, Central Office (VACO) Human Resources Service Center (HRSC) that focuses on the establishment and transition of human capital services for VACO staff offices from the Veterans Health, Veterans Benefits, and National Cemetery Administrations. This position is part of the initial stand-up/transition team for HRSC, therefore duties and responsibilities may vary depending upon the need and additional resources available. Duties for the transition team include but are not limited to, establishing an organizational structure, staffing determinations, hiring, training and development, establishing processes and SOPs, educating hiring managers, assisting in the training and development of Staff Office HR staff, systems access, development of Memorandums of Understanding and Service Level Agreements and monitoring the overall progress/effectiveness of the transition. Major Duties Include: Developing and implementing policies, providing advice to management and overseeing administrative management issues for the HRSC. Apply standard management practices, theories, concepts, techniques and methods to specifically assigned aspects of the work. Conduct a variety of operational and administrative functions such as consulting, planning, liaison, and problem solving. Provides the customer with consistent information according to established policies and procedures. Note: This is a non-promotion detail. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
